In 2003 the National Police of Angola launched a 10.years Modernization and Development Plan, aiming at improving police professionalism. Despite some improvements in police conduct since then, Amnesty International continues to learn of arbitrary arrests and unlawful detetion, torture and other ill-treatment, deaths in police custody, extrajudicial executions, excessive use of force and firearms, as well as failure to act in case of politically motivated violence.
