Libération d’un dirigeant de l’opposition victime d’une disparition forcée

Robert Lugya Kayingo est avocat et président de l'Alliance fédérale ougandaise, un parti politique d’opposition en Ouganda. Dans la matinée du 17 juillet, son vol a atterri à l’aéroport d’Entebbe en provenance d’Afrique du Sud, où il réside avec sa famille. Il s’était rendu en Ouganda pour assister aux funérailles de son oncle. À son arrivée, des agents des services de l’immigration l’ont arrêté arbitrairement et l’ont ensuite remis à des membres non identifiés d’un service non spécifié des forces de sécurité. Aucun de ces deux agents ne s’est identifié ni n’a présenté de mandat ou d’explication pour son arrestation.

On est restés sans aucune nouvelle de Robert Lugya Kayingo pendant 27 jours. Aucune information officielle n’ayant été divulguée par les autorités quant au sort qui lui avait été réservé et le lieu où il se trouvait, Robert Lugya Kayingo était victime d’une disparition forcée.

Le 12 août, les autorités ougandaises ont libéré Robert Lugya Kayingo et l’ont renvoyé en Afrique du Sud, sans qu’il ne fasse l’objet d’aucune inculpation. Il se trouve désormais avec sa famille à Johannesburg. À la suite de sa libération, il a déclaré: «Je n’ai jamais imaginé qu’une organisation comme Amnesty International pourrait se mobiliser et se battre pour moi. Aujourd'hui, je suis impatient de rejoindre Amnesty pour voir comment je peux défendre les droits fondamentaux aux côtés d’autres personnes.»

Si nous saluons le fait que Robert Lygya Kayingo soit désormais en liberté et en sécurité, nous condamnons l’injustice dont il a été victime. Sa disparition forcée et sa détention illégale avaient pour objectif de l’empêcher de prendre part à des activités politiques en Ouganda, entravant ainsi son droit à la liberté d’expression et d’association.

Disappeared opposition party leader released

On 17 July, Robert Lugya Kayingo – a Ugandan-South African lawyer and President of the opposition political party, Ugandan Federal Alliance – was arbitrarily arrested by Ugandan security agents at Entebbe Airport, after disembarking from his flight from South Africa. He was not seen or heard from for 27 days. On 12 August, he was released and summarily deported to South Africa. He is now at home with his family in Johannesburg.

Robert Lugya Kayingo is a lawyer and President of the Ugandan Federal Alliance, an opposition political party in Uganda. On the morning of 17 July, his flight landed at Entebbe Airport from South Africa where he lives with his family. He had travelled to Uganda to attend his uncle’s funeral. Upon landing, he was arbitrarily arrested by immigration officers who later handed him over to unknown security agents from an unspecified department. Neither of the two officials identified themselves nor presented a warrant or explanation for his arrest.

Robert Lugya Kayingo was not seen or heard from for 27 days. With no official information having been disclosed by the authorities as to his fate and whereabouts, Robert had been forcibly disappeared.

On 12 August, the Ugandan authorities released Robert Lugya Kayingo and returned him to South Africa, with no charges pending against him. He is now with his family in Johannesburg. Following his release, Robert shared: «I never imagined an organization like Amnesty International could stand up and fight for me. I am now keen on joining Amnesty to see how I can fight for human rights alongside others».

While we welcome the fact that Robert Lygya Kayingo is now free and safe, Amnesty International condemns the injustice he has endured. His enforced disappearance and illegal detention were intended to stop him from taking part in political activities in Uganda thus impeding his right to freedom of expression and association.
